Introduction
Fleet ("Fleet," "Fleet," "we," "us," or "our") is committed to transparency about how we collect, use, share, and protect your information. This Privacy Policy describes our practices in connection with our websites, mobile applications, Fleet vehicles (including electric scooters and rental cars), booking tools, and related services in Ghana (collectively, the "Services").
Processing of personal data is carried out in line with the Data Protection Act, 2012 (Act 843) of Ghana and guidance from the Data Protection Commission, together with our Terms of Service. Please read this Policy carefully. If you do not agree, do not use the Services.
Who Controls Your Data
Fleet is the data controller for personal data collected through the Services in Ghana. Where we use payment processors, cloud hosts, maps providers, identity-verification vendors, insurers, or similar partners, those parties may process data on our instructions as data processors, or as independent controllers where they determine their own purposes (for example, your bank or mobile-money provider when completing a payment).
As a data controller under Act 843, we aim to register with the Data Protection Commission where required and to apply the Act's principles: accountability, lawful processing, purpose specification, compatibility of further processing, quality of information, openness, security safeguards, and data-subject participation.
Information We Collect
What we collect depends on how you use the Services. In many cases you choose what to provide, but if you withhold information needed for a feature (for example account details, location during a ride, or a driving licence for car rental), we may not be able to provide that part of the Service.
Account and profile information
- Name, email address, telephone number, date of birth, password or other credentials, and address details.
- Optional profile details such as a photo or preferred language.
Identity and eligibility documents
- Government-issued identification (for example Ghana Card, passport, or DVLA driver's licence) where needed to confirm age, identity, or licence class for scooters or car rentals.
- Photos or selfies you submit for age or identity checks, and (where we enable it) confirmation that protective gear such as a helmet is worn, consistent with our safety rules and Ghanaian road-use expectations.
- Licence number, class, expiry, and related verification results for car and coach rentals (typically age 21+ and a valid licence as set out in our Terms).
Trip, vehicle, and location data
Like Lime and other micromobility operators, precise location is essential to operate shared vehicles safely and to bill trips correctly.
- Device location: precise location from your phone or device when you open the App, search for nearby scooters or vehicles, start or end a trip, or use map and navigation features. You can limit location permissions in your device settings, but core rental features may then be unavailable.
- Vehicle telemetry: location and status data from Fleet scooters and other equipped vehicles (for example GPS, battery level, lock status, speed or motion signals, and start/end times) including while you are riding or renting.
- Trip records: routes or approximate paths, distance, duration, parking or end location, fees, promotions applied, and related ride history.
Payment and transaction information
- Payment method details needed to charge unlock fees, time-based fares, deposits, damage charges, or rental packages (for example card tokens, mobile-money account references, or bank transfer references). Full card numbers are typically handled by our payment partners rather than stored by Fleet in plain form.
- Transaction history, invoices, refunds, chargebacks, and related billing records.
Communications and support
- Messages, emails, call notes, in-app chat, feedback, incident reports, and survey responses when you contact us or participate in research.
Device, app, and usage data
- IP address, device type, operating system, app version, browser type, mobile identifiers, crash logs, and diagnostic data.
- How you interact with the Services (screens viewed, features used, unlock attempts, and preference settings).
- Cookies and similar technologies on our websites (see Cookies & analytics below).
Information from third parties
- Identity or licence verification partners, fraud-prevention tools, and payment providers.
- Map and location platforms used to display vehicles and addresses.
- Insurers or claims handlers if an accident, theft, or damage claim arises.
- If you sign in or connect through a third-party account (where offered), profile information that service is authorised to share.
How We Use Your Information
We use your information, including location and trip data, to:
- Provide the Services you request: create and manage accounts, show nearby vehicles, unlock and lock scooters, run car and coach bookings, calculate fares, and keep ride history.
- Confirm identity, age (18+ for scooter accounts; higher minimums where our Terms require it for cars), and that identification is not linked to a suspended or banned account.
- Monitor, track, recover, and maintain Fleet vehicles, including locating misplaced or stolen scooters and detecting misuse.
- Support safety programmes, such as helmet or protective-gear checks where we enable them, and investigate accidents or complaints.
- Process payments, deposits, refunds, promotions, and collections.
- Communicate about your account, trips, receipts, safety notices, and material changes to policies. Where allowed by law, we may send marketing about Fleet products; you can opt out of promotional messages at any time.
- Improve and develop the Services, including analytics, testing, and (where used) machine-learning models trained on de-identified or aggregated usage patterns.
- Detect, investigate, and prevent fraud, chargebacks, account sharing, traffic or parking violations, theft, and other harmful or illegal activity.
- Comply with Ghanaian law and regulatory expectations, including road-traffic, insurance, tax, and data-protection obligations, and respond to lawful requests from authorities.
- Establish, exercise, or defend legal claims, and protect the rights, property, and safety of Fleet, riders, staff, and the public.
Legal Bases Under Ghanaian Law
Under Act 843, we process personal data where one or more of the following apply:
- Consent: where you agree to processing for a specific purpose (for example certain marketing, optional profile fields, or device permissions). You may withdraw consent where processing is based solely on consent, without affecting prior lawful processing.
- Contract / service delivery: processing necessary to provide the Services under our Terms (account creation, trip location, billing, support).
- Legal obligation: where we must keep or disclose records for tax, insurance, regulatory, or law-enforcement purposes under Ghanaian law.
- Legitimate interests: where processing is necessary for safety, fraud prevention, vehicle recovery, service improvement, or business operations, balanced against your rights and interests.
Special personal data (for example biometric templates if we use facial matching for ID checks) is processed only with explicit consent or another ground permitted by Act 843.
Your Rights Under Act 843
Depending on the circumstances, you may have the following rights in relation to your personal data:
- To be informed about how we collect and use your data (this Policy).
- Access a copy of personal data we hold about you, subject to legal limits.
- Correction of inaccurate or incomplete data; you can update many fields in your account settings.
- Objection to certain processing, including direct marketing, at any time.
- Withdrawal of consent where processing is based on consent.
- Erasure or restriction in appropriate cases (for example when data is no longer needed), subject to our need to retain records for safety, fraud prevention, accounting, insurance, or legal compliance.
- Complain to the Data Protection Commission if you believe your rights have been infringed (see Contact below).
To exercise these rights, email privacy@fleet.com. We may need to verify your identity before responding. We aim to respond within a reasonable period, and typically within one month where practicable.
Data Security
We implement reasonable technical and organisational measures to protect personal data against loss, damage, unauthorised access, and unlawful processing, in line with Act 843's security safeguards principle. Measures may include access controls, encryption in transit, staff training, and vendor due diligence. No method of transmission or storage is completely secure; we cannot guarantee absolute security.
You are responsible for keeping your password and device secure and for telling us promptly if you suspect unauthorised use of your account.
How Long We Keep Information
We keep personal data only as long as reasonably necessary for the purposes in this Policy, or longer where required or permitted by Ghanaian law. In practice:
- Account profile data is generally retained for the life of the account.
- Trip, vehicle, and location records tied to rides are retained as needed for billing, safety, dispute resolution, and fleet operations, then deleted or anonymised when no longer required.
- Transaction and tax-related records are typically retained for up to seven (7) years (or longer if a longer statutory period applies), consistent with common accounting and tax practice and similar to retention windows used by global micromobility operators.
- Support and incident records may be kept for the life of the account or until related claims periods expire.
After you request account deletion, we deactivate the account and keep it for 30 days. If you log in during that period, we cancel the deletion and retain the account. If you do not log in within 30 days, we permanently delete the account and associated personal data. It may take additional time to remove data from backups and logs. We may retain limited information from closed accounts to prevent fraud, collect outstanding fees, enforce our Terms, or comply with legal obligations. International Data Transfers
Your information may be stored or processed on servers outside Ghana (for example cloud hosting or payment infrastructure). Where we transfer personal data internationally, we take steps appropriate under Act 843 and related guidance so that recipients protect the data to a standard consistent with this Policy, including contractual safeguards with processors where applicable.
Children's Privacy
The Services are not directed to anyone under 18. Scooter accounts require users to be at least 18, and car rentals require higher age and licence eligibility as stated in our Terms. We do not knowingly collect personal data from children under 18. If we learn that we have collected such data, we will delete it promptly. Parents or guardians who believe a minor has provided data should contact us.
Changes to This Privacy Policy
We may update this Policy from time to time. We will post the revised version on our website and App with an updated "Last updated" date. For material changes, we may also notify you by email or in-app notice. Continued use after the effective date means you accept the updated Policy, except where Act 843 requires fresh consent for a new purpose.
